Cities, counties, districts, colleges, transit, libraries
The ADA Title II web rule covers state and local government web content, PDFs included, against WCAG 2.1 AA. As extended by the DOJ on 20 April 2026, the date is 26 April 2027 for populations of 50,000 and over, and 26 April 2028 for smaller entities and special districts. Documents are usually the part nobody has counted yet.
Government contractors and vendors
Section 508 language turns up in the contract and then in the VPAT, and the deliverable is a tagged PDF that someone on the other side will open with a checker. Remediated files come back as tagged PDF/UA with a PAC report attached, which is the artifact that closes that conversation.
Businesses and nonprofits with a backlog
A complaint, a procurement questionnaire, or Section 504 if you take HHS funding. Usually the same shape: a backlog of reports, forms and brochures, a deadline someone else set, and no in-house tagger. Price per page, send them in batches, start with the ten free ones.

H1 to H6 applied to the actual hierarchy, so a screen reader user can jump through the document instead of arrowing down it.
Bookmarks
Bookmarks for anything long enough to need them, matching the heading structure rather than a separate invented one.
Images and metadata
What the pictures say, and what the file says about itself.
Alt text on images
Written for what the image does in the document. Decorative art is marked as artifact rather than described, because narrating a border wastes the reader more time than it saves.
Language, title and metadata
Document language, document title, and the title set to display instead of the file name. Three small pieces of metadata that three different checkers fail a file for.
Tables and forms
Cells that announce where they sit, fields that carry a label.

A checker passing is necessary and it is not sufficient: PAC will happily pass a document whose reading order is nonsense. That is why a person reads every delivered file with NVDA before it goes back.

Is this legal advice?
No. Nothing on this page is legal advice, and remediation is not a legal opinion. If you need to know what your organisation is obliged to do and by when, that is a question for your counsel. What is offered here is the document work itself, and a report you can hand to whoever is asking.
Do you guarantee compliance?
No, and be careful with anyone who does. Compliance is a determination about an organisation, not a property of a file, and no vendor can promise it on your behalf. What is guaranteed is narrow and checkable: the delivered file passes PAC 2024, a person has read it with NVDA against WCAG 2.1 AA and PDF/UA, and if it fails either test it is fixed at no charge within 30 days.
What about scanned documents?
Scanned pages are images of text, so they are OCR first and then remediated. Clean scans usually price as standard pages. Poor ones, meaning faint print, skew, handwriting, or a fax of a fax, are quoted separately, because the honest answer there is sometimes that rekeying a page costs less than correcting the OCR on it.
Do you remediate Word or PowerPoint?
On request, quoted case by case. PDFs are the focus here, and a Word or PowerPoint source is usually better fixed at source and re-exported than remediated after the fact. Send the source file alongside the PDF and I will tell you which of the two is cheaper to fix.
Can you sign an NDA and handle sensitive documents?
Yes to an NDA, signed before anything is sent. Files are handled by one person, kept in private storage, and deleted 30 days after delivery along with anything generated from them. If your retention rules are stricter than that, send them and I will work to yours.
Do you accept purchase orders?
Yes. Invoices are in USD, purchase orders are accepted, and payment is by card or bank transfer. The quote is written so it can be attached to a requisition, with the per-page prices and the page counts itemised. Minimum order is $300.
